Government efforts on to contain ongoing NSCN factional feud: Dabi

Itanagar, Mar 22 : Home Minister Tako Dabi today told the House that the government is taking all possible steps to contain the ongoing feuds between NSCN-IM and NSCN-K factions in the district of Tirap bordering Myanmar.

In reply to a question raised by Bamang Felix (NCP) of Tirap district hit by the factional feud since last three-four months, Mr Dabi said senior police officials including the state DGP had visited Khonsa, Deomali and Longding in Tirap district besides other places in Changlang district to assess the situation prevailing there.

He informed that he was constantly keeping in touch with the concerned authorities in Tirap district to monitor the situation from time to time.

The House was also informed that the Indian Army and par-amilitary forces had also been positioned to contain the situation in the district. Besides, 194 IRBn personnel and 6 companies of Assam Rifles have been deployed in Tirap district.

A state level security meeting was held on March 1 last to review the security scenario in Tirap and Changlang districts and accordingly the Home department has undertaken steps to tackle the situation and restore normalcy in the districts, Dabi said adding that a comprehensive action plan for Tirap and Changlang districts had already been submitted to the government of India for consideration.

The minister further called upon all legislators, Panchayat leaders and people to come out openly against the insurgent activities in Tirap district to restore normalcy.

In reply to the destruction caused to government properties by anti-social elements in some parts of the state, Mr Dabi said the government had taken suitable steps and registered cases against all such acts of vandalism at Roing, Pasighat and Rupa.

PWD minister Nabam Tuki informed the House that Rs three crore had been sanctioned so far for the Khonsa-Bogapani-Joypur road and as and when more funds were made available, sanction would be made for the road which was considered to be the lifeline for almost entire Tirap district.

Khonsa-Bogapani-Joypur road is one of the oldest roads constructed way back in 1956.

In reply to a question raised by Kamthok Lowang (AITMC), the PWD minister informed that Rs one crore was given last year under the SPA fund in 2009-10 and another Rs two crore was providedthis year.

''There is however, no proposal for handing over the road to BRTF/GREF as of now,'' he added.

Education minister Bosiram Siram told in reply to a question raised in the Assembly that 44 Assistant Teachers and 25 Junior Teachers have been regularized as per seniority and district wise.

He was replying to Tani Loffa (AITMC) on absorbing SSA teachers to regular services in the department in 2010-11 as per the government assurance to reserve 20 per cent resultant vacancy for SSA teachers.

Horticulture minister Honchun Ngandam informed the House that Rs 6087 lakh was received from the Union government under the Technology Mission during the last three years.

In reply to a question raised by Laeta Umbrey (AITMC), the minister informed the House that funds under Technology Mission were distributed on the basis of annual action plan approved by the Centre.

The minister said the criteria followed for distribution of funds was on the basis of proposals received from districts were then forwarded to central government for final approval.
