Nagaland elders write to MHA on Naga rebels' movement

Kohima, Sep 16 : A group of elders has brought to light the prevailing atmosphere of fear and insecurity in several districts due to the presence of a large number of uniformed and armed underground cadres.

In an open letter elders of the affected districts of Mon, Zunheboto and Kiphire drew the attention of the Ministry of Home Affairs (MHA) and Chairman Cease-Fire Supervisory Board and Cease Fire Monitoring Group asking them to clarify to the Naga people on the public security that had been assured under Cease Fire Agreement.

The letter mentions that during the chairmanship of Gen Kulkarni and Gen. Mandhata, people were informed and even encouraged to cooperate and coordinate with the authority for proper implementation of the Cease Fire Ground Rules (CFGR).

However, it said, the present turmoil presents a very different scenario with no apparent ceasefire mechanism or authority to monitor the situation.

The elders asked the authority to enlighten the public on whether there were any ceasefire rules that the UG groups must adhere to and whether the CFGR were the same as before or changed.

It also sought information on the number of groups in ceasefire with the Government of India and whether the ground rules were the same with all groups. It also sought details of the number of designated camps of the groups and their location.

The group requested the Union government to ensure that the chairman of the ceasefire authority was stationed in Nagaland to implement the CFGR strictly and to ask the UG cadres to return to their respective designated camps immediately.
