It also demanded that the accomplice of the accused, who is in the custody of NSCN(IM), be handed over to the police for action as per the law. NMA further demanded immediate action in adherence to the clause of the Ceasefire Ground Rules to protect the security and in the interest of the victim and his family and Naga women as a whole and arrest the culprit, wherever he may be.
In a memorandum to chief minister Neiphiu Rio, the NMA stated that the joint action committee (JAC), consisting of representatives of women from all tribes, was formed to seek for justice on the shocking armed violence.
The NMA objected to the action of the state home minister, who had refused to given an appointment to the Naga women citing "vague excuses" despite the urgency of the matter. It said the memorandum was submitted to his personal secretary (PS) at his official residence on the morning of June 18 by the women leaders, but the PS refused to accept the said memorandum saying the minister was not at home, which the committee viewed seriously.
Despite strong protests and appeals, it is most unfortunate that the special investigative team (SIT) and police have failed to arrest the absconding culprit, Worshim Kashung, till date, the memorandum stated.
The NMA said the matter is even more serious as the culprit had the courage and the audacity to call up and threaten the victim, Imtila Jamir, from the same mobile number on the night of June 28 at 10.45pm. The JAC said her life was threatened on the very night the leaders of the committee of Watsu Mongdang and Ao Senden met the collective leadership in New Delhi at 9.30pm.
"It is highly questionable that barely an hour after the memorandum was submitted to the collective leadership for action, the culprit resorted to threatening the lady officer again," the memorandum signed by the NMA president, Abei-u Meru, and secretary Lochumbeni Humtsoe stated.
The NMA further said in its meeting of the representatives of all tribal women's organizations in Nagaland, held on July 9 at Kohima, the house had condemned the failure of the SIT and police to arrest the culprit and the continuing threat of violence to the traumatized lady officer.
The association said it believed the chief minister would stand for justice and ensure women's rights of peace and security in the state and initiate prompt action on the urgent matter placed before his office.
Meanwhile, in the memorandum addressed to home minister Imkong L Imchen, which was not accepted by the minister's PS on June 15 last, the NMA had expressed shock that the convener and the members of the SIT set up on the demand of Watsu Mungdang has not met the said victim, Imtila Jamir, till date.
The NMA had demanded from the home minister that the SIT immediately record all factual details from the victim and proceed with serious impartial investigation into the May 27 incident. It also questioned the failure of police to arrest the main culprit and demanded immediate action and arrest of the absconding culprit, Worshim Tangkhul.
It had also demanded the state government initiate prompt action through the Ceasefire Monitoring Group for the accomplice, who is in the custody of the NSCN(IM), to be handed over to the police for action as per the law. The NMA had given one week's time from the date of submission of the memorandum to fulfill the demands.
