The outfit, in a circular today, said the NSCN (I-M) resolved to contain the entry of illegal migrants, including all non-Naga migrants residing in Nagaland.
A representative of the outfit, D.G. Robert, said registration of shops and business establishments would continue with some minor reviews. “The kilo (home) ministry requests all concerned to extend maximum co-operation,” the circular said.
The outfit also issued identity cards to all non-Nagas residing in Naga-inhabited areas.
Similarly, the NSCN (K), concerned over the rise in illegal migrants in the state, has decided to check and control influx. The outfit, in coordination with regional authorities, has been identifying and recording every illegal migrant family living in Nagaland. It also asked landowners for cooperation when they are approached by NSCN (K) activists for information on non-Naga tenants and farmers.
In Kohima, students are distributing identity cards allegedly with the permission of the district administration.
Government rules say non-Nagas entering Nagaland have to be issued an inner-line permit for a fixed duration of stay.
The NSCN (I-M) also issues cards to non-Nagas in Kohima.
In Dimapur, the NSCN (I-M) issued laminated photo-identity cards, bearing the names, addresses and identification marks of the cardholders. Sources said Dimapur police received several complaints that as much as Rs 250 was being charged per card in some areas.
With this exercise, non-Nagas have to carry at least four identity cards — from student organisations, the administration and from two Naga outfits.
Besides issuing of identity cards, the outfits extort money from shops and business establishments in the form of tax and donation.
Nagaland home minister Imkong L. Imchen said Naga outfits are no more banned organisations and, therefore, they tax people to sustain themselves.
Several non-Naga organisations have resented the issuance of identity cards.
The Naga organisations have also asked the Centre to scrap the Indo-Nepal treaty of 1952 so that influx of people from Nepal to the northeastern states could be checked.
